In the futuristic city of Shay-an, the powerful corporation Mitsuya controls the streets, while constant gang wars have turned the city into a den of crime. Hojo Misato, the boss of the gang ruling Shay-an, obtains intelligence that their rival criminal organization, Circus, is conducting a large-scale drug deal. She plans to infiltrate the operation and steal the drugs. However, betrayed by her own allies, she is arrested. Circus, aware of her knowledge, teams up with Mitsuya's security company TPU to capture Misato and use her as a test subject. Her body is completely modified (modified) as part of TPU's enhanced soldier project, "Blender 01."
