New narcotics investigator Ran successfully raids a drug deal and arrests several suspects, but veteran investigator Shinjo lets a suspect escape, claiming it was part of an undercover operation. Suspicious of Shinjo's actions, Ran launches an internal investigation. Her probe uncovers evidence linking Shinjo to a drug trafficking ring, leading her to interrogate a dealer connected to him. Armed with this information, Ran goes alone to intercept another drug deal. After a fierce gunfight and brutal hand-to-hand combat, she is overwhelmed by the enemy's numbers and cornered. Just in time, Shinjo arrives and saves her—but then steals the drugs and vanishes. Soon after, Shinjo's body is found.
